Resolved Profiles visibility for unregistered users

Hello, I have the same problem, site visitors can not see registered users profiles without being logged in. Visibility Profiles
set to Public, row 23 deleted, availability and visibility of all fields - Public and still a guest has to log in first. Probably it is Joomla access settings that block the access?
