Hi,
username is a Joomla core field and it uses a the joomla core text.

You can edit it by using language override, please follow these steps:
- Go to Extensions->Language->Overrides
- Click to new button
- Fill the form with following parameters like screenshot:
Language Constant: COM_USERS_DESIRED_USERNAME
Text: Here the new tip.
