Is it possible to have 3 checkboxes as mandatory?

yes and not
, you can set a checkbox field to be required but unfortunately it accept at least one checkbox checked.
Anyway you can make something like this by creating 3 required checkboxes fields and for each field you can use only one option.
Like your screenshot you can hide field name of second and third checkbox in field parameter
