Is it possible for a (priviledged) user to create new users in the frontend incl. assign to user groups?

Hi,
sorry not, Easy Profile extends Joomla user profile, maybe you can find some extension to do this in Joomla extensions directory, registration and edit profile page are the same of Joomla (tabs are generated by Javascript and custom field by a user plugin)
