Easy profile allow you to add/remove user from usergroups with simple condition, but I do not know what you mean by certify their age.

If You want I can send you an access to our demo site to try all features of Pro version .

On the registration form, I would put a simple checkbox for them to check with the label "I certify I am over the age of 18". If they check that, they would go into a different group from those who do not check the box. Also, I may have checkboxes for users to check requesting various features and they could be put into other groups depending on what they checked.

Yes this is possible with conditions, with conditions you can assign usergroups and hide/show several fields.

No apology needed... compared to another vendor I've asked a question of, you are faster than the speed of light!
